US National Electrical Manufacturers Association published a White Paper LSD51-2009 "solid-state lighting - the definition of functional and decorative lighting applications." This White Paper is composed by the next generation lighting of NEMA Union (NGLIA), NEMA solid-state lighting group and the American Lighting Association. This new white paper explain and clarify the differences between the functional solid state lighting fixtures and decorative solid-state lighting (SSL). Also, provide the industry guidance for the solid-state lighting about main characteristics, performance criteria and required evaluation process. The White Paper aims to provide the public with useful information, and can also help the Government and the SSL also other development groups.
Functional lighting: is defined as "lights through the appearance, electrical and optical design, with the task of illuminate a particular area or quantifiable light zone."
Decorative lighting: is defined as "The lighting is commonly used to decorative accent lighting or exterior lighting, rather than specify output of quantified light.The light output of decorative lighting is usually not used to illuminate a space or a separate area.
NEMA is the electrical and medical imaging equipment manufacturers association, and has about 450 members.
